Rosey Sennario (noun) : A name used to sardonically refer to people who constantly portray conditions as favorable, especially when conditions are in fact the opposite.

I'm sick of hearing Congressman Rosey Sennario tell us how good the economy is! I've been out of work for two months now, and I can barely afford to put gas in my car to get to an interview.
